WHAT IS INCLUDED IN THE NEW HIGH SCHOOL?
The new high school will include classroom space to accommodate up to 400 students, and it will be master planned to accommodate future additions to increase capacity as growth comes to VVISD. The facility includes (but is not limited to): a cafeteria, library, band hall, gymnasium, lockers rooms, weight rooms, athletic training rooms & classrooms.
WHY A NEW HIGH SCHOOL INSTEAD OF ELEMENTARY SPACE?
By constructing a new high school and realigning grade levels, this proposal provides additional capacity across all grade levels.
WHY WOULD THE NEW HIGH SCHOOL BE BUILT ON THE PROPOSED SITE?
Constructing the new high school at this location (west side of S Lee St/FM 1307) places it closer to existing accessory facilities (AG barn, stadium, etc), reducing the requirement for students to cross Lee Street/FM 1307.
HOW DOES THE BOND SET VVISD UP FOR GROWTH?
The new high school will be designed to accommodate projected student enrollment growth over the next ten years. The building will be designed to accommodate future phased additions as growth continues in Valley View ISD in the future. A phased approach will save the district money long-term. The new campus will also provide additional capacities at the current facilities through grade level reconfiguration.
WILL NEW CONSTRUCTION LAST THROUGH THE FULL GROWTH PROJECTIONS?
Yes, spaces will be sized to accommodate the projected growth at this time. Additionally, all projects will be designed for easy expansion in the future to accommodate additional growth.
WHAT IS THE ESTIMATED TIMELINE FOR THE NEW HIGH SCHOOL?
If the bond is approved by voters, design would begin immediately after the election. After design is complete, the bidding process will begin. As bonds are sold, construction will begin. Estimated completion for the new high school and campus reconfiguration is set for the 2028-2029 school year.
WILL THERE BE ENOUGH PARKING?
Yes. Parking calculations will be conducted to provide necessary parking for the high school and stadium. Parking projects will include the paving of an existing lot and paving a new parking lot. The addition of a fire lane near homes around the perimeter of the site will provide a new access point.
CAN YOU TELL ME MORE ABOUT STUDENT OPPORTUNITY?
Community input will be collected during the design process to help determine which opportunities will be provided. Currently, Valley View ISD offers the following CTE programs: Accounting, Animal Sciences, Agricultural Mechanics, Culinary Arts, Exercise Science, Wellness, and Restoration, Early Learning, and Law Enforcement. VVISD would like to add Plant Sciences, Food Sciences, Agricultural Business, Education, and Technology.
IS THERE ANY AVALIABLE SPACE IN THE DISTRICT?
No, all available space is being utilized.
DID THE COMMITTEE CONSIDER OTHER OPTIONS?
The committee considered additions to the existing facilities, though these potential projects provided a short-term solution to the growth the district is projected to experience. The selected option sets up the district to handle future growth as well.
WHAT HAPPENS IF THE BOND FAILS?
The district would not have the funds needed to construct new facilities and the growth is still coming to Valley View ISD. The district will have to make challenging decisions such as increasing student class sizes and adding portables. The potential estimated cost for a two-classroom portable building is $254,566. The district would need to add four of these totaling over $1,000,000 by 2028. Associated portable costs would be paid for out of the M&O budget, which is used for daily operations including teacher salaries, supplies, and more, meaning less revenue would be available to fund those budget items. In addition, portables would not increase capacity of core spaces such as the cafeteria and restrooms. More lunch periods may be needed during the school day and adequate safety/shelter for emergencies would not be addressed.
COULD THE DISRICT PROPOSE A SMALLER BOND TO FUND PORTABLES?
No. According to Texas state law, you cannot use bond funds to finance temporary structures such as portables.

WHAT IS A BOND?
A bond is similar to a home mortgage. It is a contract to repay borrowed money with interest over time. Bonds are sold by a school district to competing lenders to raise funds to pay for the costs of construction, renovations and equipment. Most school districts in Texas utilize bonds to finance renovations and new facilities.
HOW CAN BOND FUNDS BE USED?
Bond funds can be used to pay for new construction, renovations to existing facilities, land acquisition, and technology infrastructure. Bonds cannot be used for day-to-day operating costs, such as salaries, utility bills, supplies, maintenance and fuel.
WHAT IS A BOND ELECTION?
School districts are required by state law to ask voters for permission to sell bonds to investors in order to raise the capital dollars required for projects. These elections help districts keep pace with rising enrollment, maintain aging facilities, and ensure students have access to safe, modern learning environments.
ON AVERAGE, HOW OFTEN DO TEXAS SCHOOL DISTRICTS SUCCESSFULLY HOLD A BOND ELECTION?
While the timeline can vary by district, most growing Texas school districts hold successful bond elections every 5 to 10 years. However, in areas experiencing rapid student growth, bonds may be proposed as often as every 2 to 3 years. Ultimately, the frequency of school district bond elections depends on the types of projects and bond amount approved by voters.

WHAT IS VALLEY VIEWS ISD’S CURRENT TAX RATE?
Valley Views ISD’s current Maintenance & Operations (M&O) tax rate is $0.7219 and its Interest & Sinking (I&S) tax rate is $0.2165 for a total tax rate of $0.9384.
HOW WILL THE 2025 BOND PACKAGE AFFECT MY TAXES?
If approved, there would be an increase of $0.2835 to the total tax rate as a result of passing the bond. Visit the tax information page and utilize the calculators to learn more.
WHAT IF I’M OVER 65 AND RECEIVE THE “SENIOR CITIZEN EXEMPTION” AND MY HOME VALUE GOES UP? WILL MY SCHOOL TAXES INCREASE?
No, according to state law, the dollar amount of school taxes imposed on the residence homestead of a person 65 years of age or older cannot be increased above the amount paid in the first year after the person turned 65 – regardless of changes in tax rate or property value – unless significant improvements are made to the home. Normal repairs, maintenance and the economic impact of the market cannot increase the amount of taxes you will pay once a tax ceiling is in place on that homestead.

WHO IS ELIGIBLE TO VOTE IN THIS ELECTION?
Any registered voter who lives within the Valley View ISD boundaries, and whose voter registration is based on their current Valley View ISD residence, is eligible to vote in this bond election.
WHEN IS THE DEADLINE TO REGISTER TO VOTE IN THIS ELECTION?
The last day to register to vote is October 6, 2025.
